Summary:Risk analysis plays a key role in the allocation of resources to deal with environmental problems. In the case of pollution of potable groundwater supplies by toxic chemicals, risk analysis is used both to set priorities for clean-up of improper disposal sites, and in the process of siting new hazardous waste management facilities. The results of a two year study of groundwater pollution problems in southern New Jersey indicate that the usual risk analysis procedures provide only rough guidelines to policy makers. Net risk analysis (which accounts for physical aspects of the threat plus the economic, social and political parameters of potentioal response) allows a much refined assessment, and a more efficient allocation of resources.
